History

Christopher Boyle is a fifth generation police officer, who was born and raised in the City of Philadelphia. He considers himself, first and foremost, a law enforcement professional. He spent the first sixteen years of his professional life honing his craft in the Philadelphia Police Department, retiring as a Lieutenant. The next sixteen years were spent training, consulting for, and defending Police Officers and Departments as a Trial Attorney and Law Enforcement Expert. In 2020, Chris formed “Chris Boyle Law Enforcement Consulting, LLC” to provide training, expert witness and consultation services to law enforcement, insurers and the legal profession. In addition, Chris is an instructor at the Temple University Municipal Police Academy and Montgomery County Community College Police Academy, and an Adjunct Professor in the Graduate Studies Program at Delaware Valley University.

Chris graduated with a B.B.A. from Temple University in 1989. Following graduation, he worked for the Philadelphia Police Department for 16 years, holding positions as a patrol officer, detective, narcotics officer, instructor at the Philadelphia Police Academy and Department Advocate.  A complete list of his Police Department postings may be found at the bottom of this page. He was twice decorated by the Police Department for meritorious service and attained the rank of Lieutenant before his retirement.

Chris routinely consults on police policies and procedures regarding pursuits, search and seizure, the use of force and other law enforcement topics. A contributing editor to The BULLETIN, the quarterly publication of the Pennsylvania Chiefs of Police Association, and TRUST CONNECTIONS, the quarterly publication of the Delaware Valley Property and Liability Trust, he is frequently called upon to present seminars and training to law enforcement and the legal profession on topics from liability and defenses, to racial profiling and in-custody deaths. His expertise has also been utilized by numerous Police Departments to review incident-specific information and police response, even prior to the initiation of a suit. These post-incident critiques are utilized both to identify training and policy needs, and in preparation for litigation.

He attended Temple University School of Law in the evening while working full time for the Philadelphia Police Department, graduating in 2004. While at Temple Law, Chris served as a staff editor and eventually as editor-in-chief of the Temple Environmental Law and Technology Journal. He is a two-time recipient of the Barrister’s Award for Trial Advocacy and won the Golden Prize at graduation for outstanding research and writing. Chris began his career as a trial attorney in May of 2005, and became a Shareholder in the Professional Liability Department in 2013.

Over the course of over thirty years in law enforcement and civil litigation, he has attended various police management and supervision courses, Continuing Legal Education programs and specialized training in investigations, narcotics, child abuse, sex crimes, supervision and course instruction. He is a Pennsylvania state-certified Instructor for the Municipal Police Officer Education and Training Commission (MPOETC) in all academic areas and served twice on committees for curriculum development for MPOETC (search & seizure and use of force). While with the Police Department, he was a certified instructor for municipal police officers in both academic areas and emergency vehicle operations.

Chris provides subject matter expertise to municipalities, police departments, attorneys and insurers. He is also a nationally recognized law enforcement expert, frequently called upon to deliver seminars and other training on a variety of topics including risk management, police pursuits, search and seizure, racial profiling, the Americans with Disabilities Act, hiring practices, Pennsylvania’s Right to Know Act and police shootings. POSTINGS IN PHILADELPHIA POLICE DEPARTMENT:

First District, Two Squad –  Merit commendation for apprehension of an armed felon while assigned to patrol in South Philadelphia.  All aspects of patrol, street-level investigation and community relations. Also served as plain clothes “burglary detail” officer.

Juvenile Aid Division – Police officer in Detective Bureau assigned to investigate all crimes involving juveniles and all missing juveniles.  Member of the first Tender Age Response Team, assigned to locate missing children under the age of ten, with a 100% recovery rate.

Child Abuse Unit – Assigned all investigations of child abuse against children eighteen and under including both physical and sexual abuse.

Sex Crimes Unit – Specialized investigations unit investigating all sex crimes in Philadelphia. Specially trained by the Federal Bureau of Investigation and the Pennsylvania District Attorney’s Association.  Received merit commendation for the investigation and arrest of a doctor who had drugged and sexually assaulted his patient while she was admitted to the hospital. 

Northeast Detective Division - Promoted to detective and assigned to investigate all Part One and Part Two offenses within a geographical division. 

2nd District, One Squad – Promoted to Sergeant and assigned to the Patrol Bureau’s Second District.  Supervised a platoon of approximately twenty officers.

3rd District, South Street Mini-Station – Asked by Chief Inspector of Patrol to take over a specialized patrol platoon, dedicated to community policing of the South Street Corridor, an entertainment and retail business hub in the City.  Strong emphasis on community relations and crowd control functions. 

Office of Chief Inspector of Patrol – Administrative supervisor for the entire Patrol Bureau responsible both for day-to-day operations, as well as special projects regarding obtaining and administering grants, and a report addressing the concerns of City Council and the Mayor regarding patrol deployment.

Narcotics Bureau – Administrative supervisor for all personnel assigned to state and federal task forces, and for “Operation Sunrise” a multi-million-dollar anti-drug initiative.  As part of the operation, and working with the Patrol Bureau and Information Systems Group, formulated the first database tracking system for established and suspected drug locations within the City.

Police Academy – Promoted to Lieutenant and assigned to the Training Bureau.  Commanding Officer of the Driver Training (EVOC) and Testing and Scheduling Units, and Department Head for all Criminal and Civil Law and Driver Training Curriculum. Wrote lesson plans for criminal law, search and seizure, sex crimes investigation, traffic enforcement and patrol operations.  

Department Advocate (Prosecutor) and Advisor to the Police Commissioner – Following law school graduation in 2004, assigned to prosecute all disciplinary cases against sworn and civilian personnel, following investigation of matters referred by Internal Affairs. Also acted as advisor to the Police Commissioner on legal matters.
